Coastal program documents, 1974-1976 [state publication].

This series contains documents relating to the state's coastal management program planned in compliance with federal requirements in order to qualify for development grants. Included are a program report, a directory of agency identification and coordination, and a study of ecologically critical areas. The program management report summarizes issues and problems in developing a plan, the general goals and objectives as established by Congress and adapted to the state, and the overall design of the state's program to develop a plan. Also present are discussions of physical characteristics, shoreline ownership, development, and the legislative background. Tables illustrate the three year work plan and first year work program, and a map outlines the coastal area. Agency Identification and Coordination was compiled as a result of federal legislation specifying that the state's lead agency, the Ala. Development Office, must coordinate state activities . . . . The directory catalogues the responsibilities of the various governmental entities operating in the coastal area by name, contact person, purpose, planning duties, regulatory and enforcement functions, finances, and their interaction and coordination with other agencies and public involvement. It includes federal, state, regional, and local entities and lists other states and possessions involved in coastal management. Activities in program coordination are described both narratively and in tabular form. Appendices detail conferences, meetings, staff activities, publications distributed, and federal activities in the coastal zone, which served to promote interagency information and coordination. Both preliminary and revised publications are present. The Delineation of Ecological Critical Areas in the Ala. Coastal Zone by Barry A. Vittor of the University of Ala. Marine Science Programs and Judy P. Stout of the Marine Environmental Sciences Consortium is a special report of the Dauphin Island Sea Lab prepared for the Development Office and Board. It includes discussions of criteria for habitat evaluation, characteristics of state coastal habitats, results of habitat mapping, and areas of particular concern. Tables and figures accompany the report, which was partially financed by the U.S. Dept. of Commerce, National Oceanic and Atmospheric Administration. The series documents the Board's efforts in planning the coastal area management program. The Ala. Development Office provided staff and accepted funds for the Board.
